The relationship with the city of Pemba, Mozambico, represents an important tie for the territory of Reggio Emilia. It is a peculiar relationship of solidarity and cooperation, first in regard to people struggling for indipendence, then become collaborative relationship between the two territories, with the strong involvement of citizens and civil society actors, emblematic experience of a commitment of solidarity. One can not speak of this friendship without remebering Giuseppe Soncini, animator and reference point of our city about themes of battles for independence, against colonialism and apartheid in the Southern Africa.
At the end of the sixties Soncini, as President of Arcispedale Santa Maria Nuova, promoted the start of an important phase of health and medical care.
The objective of involving the local and national community in building a bridge to permanent cooperation continued even later, when in 1975, Soncini became councilor in the City Council taking the concept of decentralized cooperation. It thus overcomes the mere idea of humanitarian aid to start a real process of technical assistance and humanitarian and cultural exchanges.
